Résumé : Canada needs strong innovation performance to remain globally competitive; this is widely accepted as evidenced by the frequent, and passionate, discussion about our failing innovation performance. However, much of this effort and energy has been directed at analyzing symptoms of Canada's technology-push strategy. To achieve meaningful performance improvement, we need to resolve root-cause issues including the revision of our innovation strategy. Canada's innovation system and performance can be improved by achieving better balance: balance in supporting market-led (pull) research; balance in providing direct support for business expenditure on research and development (BERD); and finally, balance to include industry representation for innovation policy discussions and reviews. Improving effort in these three areas will result in a more balanced innovation environment where there are incentives to increase both the supply of research as well as the demand for it.
